Why are men chastised for having natural urges?

If a man sees an attractive woman in revealing clothing acting vulnerable or drunk, our urge to sky rockets. Same thing when women p by their favorite store and see a "buy a pair, get one pair free" sale on shoes. Some men and women are able to resist our urges in this type of situation, others are not able to. Why are only the men blamed for lack of self restraint in this scenario and women are not?
