How to get a schoollarship for college in an other country?

Is it possible? I live in Greece and i just finished highschool. Are there any colleges or universities (in usa or Canada or England)that accept foreign students? If yes, with what criteria? Do they offer their own tests or judge by previous grades? Thanks in advantage. This information will be tery useful for me.
