Which talent agency in CA will give me the best chance of moving up to a better agency later on?

I'm looking for a talent agency. I'm obviously not considering the Big 5 or B agencies. I need to know which talent agency in Southern CA is the most likely to give me the most exposure, is the most likely to get me into SAG, and will result in me moving up to a B agency or a Big 5 agency later on. The ones I'm considering are CESD, Osbrink, Daniel Hoff, and Abrams. I don't want to be stuck working on little-known programs and stuck with the lower-level agency. Which agency is most successful/most known for fulfilling the criteria above? (most likely to give me the most exposure, is the most likely to get me into SAG, and will result in me moving up to a B agency or a Big 5 agency later on). I need legit advice from someone with experience! Thanks so much!
