Chartered Engineering criteria for a B Tech Holder with 5 Year Experience?

You don't say where you are based but I doubt you will fulfil the criteria. Here in the UK you'd need at least a full bachelor's degree and seven years experience for most chartered bodies. The relevant professional body for whatever discipline and location you are in will be able to advise definitively what their requirements are for chartered accreditation.
