Any free program to edit mp3 files?

I'm looking for a FREE program were i can edit the mp3 files, like cut some parts, add effects etc... cause i'm making a playlist.... an annoying one for my friends xD to see if they can resist the playlist, and well i need to edit a few files cause they have conversations and stuff... so does anyone know a good FREE program?
